Each year, the Mesocongress program expands its scientific direction, focusing on an interdisciplinary approach and the integration of mesotherapy in such areas as: traumatology, orthopedics, dentistry, sports medicine, ophthalmology, gynecology and urology, rehabilitation and gerontology, pain therapy and internal diseases.
The Congress is held annually in different countries of the world.
The MISSION – to continue the work begun by Michel Pistor and his first student Philippe Petit to develop the mesotherapy method around the world and strive to promote and popularize this method, as well as modern drugs used in mesotherapy to empower the doctor. We strive to enhance the social status and role of aesthetic medicine in general medicine.
We carry out the mission with the support of Philippe Petit, involving his students, followers, friendly specialized public organizations, and co-organizers of Congresses in different countries of the world.

The Kazakhstan Society of Mesotherapy is developing the method of mesotherapy in Kazakhstan and increasing the status and role of cosmetologists who use mesotherapy in their practice, through their training on safe drugs.

1. General Provisions. Subject of the Agreement
1.1. This document constitutes a written offer from TEKOM-ESTHETIC LLP (BIN 060340003065, hereinafter referred to as the "Organizer"), addressed in accordance with Part 1 of Article 395 of the Civil Code of the Republic of Kazakhstan to any Participant wishing to purchase Tickets for the Organizer's Events through the Ticket Sales System on the Organizer's Website for the purpose of attending the Event. Acceptance of the Offer by the Participant in accordance with the established procedure (Part 3 of Article 396 of the Civil Code of the Republic of Kazakhstan), which is deemed to constitute compliance with the written form of the Agreement (Part 2 of Article 394 of the Civil Code of the Republic of Kazakhstan). This Offer contains all the essential terms of the Agreement.
1.2. This Offer governs the terms and conditions for purchasing Tickets for the Organizer's Events, the conditions for attending the Organizer's Events, and the rights and obligations arising therefrom for the Organizer and the Participant. Before purchasing Tickets through the Ticket Sales System on the Organizer's Website, the Participant must read the terms of this Offer.
If the Participant does not fully accept the terms of this Offer, the Participant must not purchase Tickets for the Events through the Ticket Sales System on the Organizer's Website. Purchasing Tickets through the Ticket Sales System on the Organizer's Website signifies the Participant's familiarization with and full agreement to the terms of this Offer.
1.3. Terms and Definitions
1.3.1. In this Agreement, unless otherwise expressly provided herein, the following words and expressions used in the interactions between the Parties during the performance of their obligations shall have the meanings specified below:
1.3.1.1. Event – Event type (conference) Event – International Congress of Mesotherapy Experts (Mesocongress), organized and held by the Organizer, for which the Participant purchases a Ticket through the Ticket Sales System. Event date: May 14-15, 2026. Event location: Hotel "Kazakhstan" at 52/2 Dostyk Avenue, Almaty 480051.
1.3.1.2. Organizer – TEKOM-ESTHETIC LLP, BIN 060340003065, providing services for holding the Event, which may be attended upon presentation of Tickets under the terms and conditions specified by the Organizer in this Offer, the Event Rules, and the Event Program, all of which are posted on the Organizer's Website. The Organizer operates the Ticket Sales System and processes information contained in the Ticket Sales System databases in accordance with the Law of the Republic of Kazakhstan dated May 21, 2013, No. 94-V "On Personal Data and Its Protection."
1.3.1.3. Participant — an individual with full legal capacity and legal competence who has read and accepted the terms of this Offer and who purchases a Ticket/Tickets through the Ticket Sales System on the Organizer's Website.
1.3.1.4. "Parties" — the collective reference to the Organizer and the Participant.
1.3.1.5. Organizer's Website – a website on the Internet, located at www.mesocongress.com, designed to present the Event and sell Tickets for the Event, informing potential Event attendees and Customers about the Organizer's Event and the ability to purchase Tickets on the Organizer's Website through the Ticket Sales System.
1.3.1.6. User – any visitor to the Organizer's Website.
1.3.1.7. Acceptance of the Offer – full and unconditional acceptance of the Offer by the Participant by performing the actions specified in this Offer.
1.3.1.8. Ticket Sales System – the automated Ticket Sales System through the Organizer's Website.
1.3.1.9. A Ticket is a document sold to a Participant by the Organizer using the Ticket Sales System, certifying the conclusion of an agreement between the Event Organizer and the Participant, granting the Participant the right to attend the Organizer's Event specified in the Ticket, under the terms and conditions specified in the Event Rules and Event Program, both posted on the Organizer's Website.
1.3.1.10. Electronic Ticket is an electronic entry document generated through the online ordering section on the Organizer's Website. When scanned with special equipment, it confirms the Participant's right to attend the Event and receive the Organizer's services specified in the "electronic" Ticket, as well as in the Event Rules and Event Program, both posted on the Organizer's Website.
1.3.1.11. Ticket Face Value is the price of admission to the Event, as set by the Event Organizer. Information about the Ticket's face value is posted on the Organizer's Website. The Ticket price is calculated in Kazakhstani tenge.
1.3.1.12. An Order is one or more Tickets for an Event selected by the Participant from the Ticket Sales System on the Organizer's Website. The total Order price includes the face value of the Tickets selected by the Participant.
1.3.1.13. Participant registration on the Organizer's Website means entering the Participant's registration data into the Ticket Sales System on the Organizer's Website: last name, first name, patronymic; gender, phone number, email address; and agreeing to the terms of this Offer, the Privacy Policy, and the Consent to the Processing of Personal Data by checking the appropriate box during registration on the Organization's Website.
1.3.1.14. Participant's Email Address/Email – the email address specified by the Participant during registration on the Organizer's Website.
1.3.1.15. Civil Code of the Republic of Kazakhstan – the Civil Code of the Republic of Kazakhstan.
In this document, the above definitions are used equally in the singular and plural with the following meanings.
The Offer may use terms not defined in this section of the Offer. In such cases, the interpretation of such terms shall be in accordance with the text of the Offer. In the absence of an unambiguous interpretation of a term in the text of the Offer, the interpretation of the term determined by the legislation of the Republic of Kazakhstan should be followed.
1.4. The subject of this Offer is the provision to the Participant of services for the issuance and sale of a Ticket(s) to the Organizer's Events using the Ticket Sales System on the Organizer's Website, as well as the provision of services for the Event, with the purpose of allowing the Participant to attend the Event based on the purchased Ticket, subject to the terms of this Offer.
1.5. The purchase of Tickets by the Participant using the Ticket Sales System is made under the terms of this Offer exclusively for personal use, excluding the resale or transfer of Tickets to a third party for commercial purposes.
1.6. The Offer shall come into effect on the date specified in the "Effective Date" section. The Offer is considered sent from the moment it is published on the Organizer's Website at www.mesocongress.com and is valid for the entire period this Offer is posted at the specified address.
1.7. In accordance with Part 5 of Article 395 of the Civil Code of the Republic of Kazakhstan, upon acceptance of the terms and conditions set forth below, an individual accepting the Offer becomes a Participant (in accordance with Part 3 of Article 396 of the Civil Code of the Republic of Kazakhstan, acceptance of the Offer is equivalent to the conclusion of a contract on the terms and conditions set forth in the Offer).
1.8. Acceptance of this Offer by the Participant shall be accomplished by the Participant sequentially performing the following actions:
1.8.1. Registration on the Organizer's Website in accordance with the terms and conditions posted on the Organizer's Website;
1.8.2. The Participant's consent to the terms and conditions of this Offer by electronically checking the box next to the text "I agree and accept the terms and conditions of the Offer" on the Organizer's Website;
1.8.3. The Participant's consent to the terms of the Privacy Policy by checking the box next to "I agree and accept the terms of the Privacy Policy" online on the Organizer's Website;
1.8.4. Selecting the desired participation format in the Ticket Sales System on the Organizer's Website;
1.8.5. Submitting an Order to purchase a Ticket in the Ticket Sales System on the Organizer's Website;
1.8.6. Paying the Participant for the Ticket Purchase Order on the Organizer's Website in full (the face value of the Ticket/Tickets).
1.9. Completing all actions specified in paragraph 1.8. The Offer, including the Participant's full one-time payment of the face value of the Ticket/Tickets, constitutes the Participant's full and unconditional acceptance of all terms of the Offer and the Privacy Policy. This acceptance is recognized by the Parties as equivalent to the Participant's handwritten signature, i.e., the Participant's consent to enter into an Agreement with the Organizer under the terms of this Offer. The Offer and Privacy Policy are always posted on the Organizer's Website. The Organizer reserves the right to unilaterally amend this Offer; however, such amendments will be published in a timely manner and publicly available on the Website. The Participant's use of the Organizer's services after amendments to the Offer constitutes acceptance of the Offer, taking into account the amendments made, without any exceptions or limitations.
1.10. By accepting the Offer, the Participant:
a) has fully read the terms of this Offer;
b) fully understands the subject matter of this Offer (Agreement);
c) has read the terms of this Offer and fully understands the meaning and consequences of their actions regarding the conclusion and execution of the Agreement;
d) undertakes to provide accurate and complete information when using the Organizer's Website, placing an Order, and paying for it;
d) undertakes to independently verify the Order details immediately before placing it, and the Ticket details immediately after receiving it. The Participant is fully responsible for the accuracy and legality of the data provided by them when placing an order.
1.11. Procedure for processing the personal data of Users/Participants.
1.11.1. By accepting the terms of this Offer, the Participant, acting freely, of their own free will, and in their own interests, expresses to the Organizer specific, conscious, and informed consent to the processing of the personal data provided by them upon registration on the Organizer's Website and when purchasing a Ticket to the Organizer's Event, as defined in this Offer.
1.11.2. In accordance with the Law of the Republic of Kazakhstan "On Personal Data and Their Protection," the Participant consents to the processing by the Organizer (including receipt from them and/or from any third parties) of their personal data: last name, first name, patronymic, personal telephone numbers, contact information, and any other information related to their identity, accessible or known at any given time to the Organizer, and confirms that, by giving such consent, they act of their own free will and in their own interests.
1.11.3. Processing of personal data means recording, systematization, accumulation, storage, clarification (updating, modification), retrieval, use, transfer (distribution, provision, access), including cross-border, depersonalization, blocking, deletion, destruction of personal data that does not fall under special categories. The processing of which, in accordance with the current legislation of the Republic of Kazakhstan, requires the Participant's written consent.
1.11.4. The purposes of processing personal data are the fulfillment by the Organizer of its obligations to Participants, as well as the implementation of necessary marketing activities.
1.11.5. The transfer of personal data to third parties is carried out in accordance with the current legislation of the Republic of Kazakhstan and agreements between the Parties.
1.11.6. Consent to the processing of personal data by the Organizer may be revoked by the Participant by sending a written statement to the Organizer's representative by email: mesocongress2023@gmail.com.
1.11.7. The Participant confirms that the email address specified when purchasing the Ticket is publicly available information.
1.12. By entering into this Agreement, the Participant understands the significance of their actions and is capable of controlling them, and is not under the influence of error, deception, violence, or threats. The Participant has entered into this Agreement voluntarily, having first fully familiarized themselves with the terms of this Public Offer Agreement, the contents of which are clearly understood by the Participant. If the Participant did not have the appropriate authority at the time of accepting the public offer on behalf of a legal entity, then, as an individual, they assume full responsibility for the execution of this public offer.
2. Procedure for Purchasing Tickets for the Organizer's Event
2.1. Participants are required to familiarize themselves with the terms and conditions of the Event for which they intend to purchase Tickets. Participants acknowledge that by purchasing Tickets, they have read the information and terms of the Event and agree to purchase these Tickets under such terms.
2.2. Participants may purchase Tickets for the Event by bank transfer at the prices indicated on the Event Website. Participants may pay for their Order using any of the methods offered by the Organizer, information about which is available on the Organizer's Website.
2.3. When making a payment by bank card, Participants must use a bank card issued in their name. Payment will not be accepted if the Participant violates the payment terms established by this Offer and the laws of the Republic of Kazakhstan.
2.4. Under the terms and conditions specified in this Offer, Tickets are considered purchased upon receipt of payment by the Organizer, as confirmed by the Electronic Ticket provided by the Organizer to the Participant online on the Organizer's Website, in accordance with the terms and conditions posted on the Organizer's Website.
2.5. The Electronic Ticket confirms the Participant's right to attend the Event and receive the Organizer's services to the extent specified in the Electronic Ticket, as well as in the Privacy Policy, Event Rules, and Event Program posted on the Event Website.
2.6. The Organization shall not be liable for any failure of the Event held by the Organizer to meet the Participant's expectations and/or subjective assessment.
2.7. The Organizer reserves the right to make changes to the Event Program by notifying the Participant by posting updated information on the Organizer's Website in the Event information section, including by substituting speakers. All changes take effect immediately after they are posted on the Organizer's Website and are considered communicated to the Participant from the moment of such publication. Use of the Organizer's Website by the User or Participant for the purpose of placing an Order, or for any other purpose following changes to the Offer, the Event Program, or other changes to information posted on the Organizer's Website, constitutes the User's or Participant's consent to the changes made.
2.8. The Organizer reserves the right to unilaterally change the Event format, replacing the offline format (with in-person attendance at the venue) with an online format, due to the need for the Organizer to take measures aimed at preventing the spread of the novel coronavirus infection under the current high alert regime. The Organizer is obliged to notify the Participant of any change in the Event format by posting the specified information on the Organizer's Website.
2.9. The Organizer reserves the right to refuse the User's request to purchase a Ticket without explanation. If the Participant has already paid for the Ticket, the Organizer undertakes to either send the Participant an order confirmation and an Electronic Ticket, or refuse to process the Order/sell the Ticket and refund the Participant the money paid for the Ticket. In this case, the Organizer will not be liable for any losses to the Participant/User.
3. Exchange and Return of Tickets to the Organizer's Event
3.1. Tickets purchased are non-refundable if the Organizer's Website states "Non-refundable Tickets."
3.2. Participants must notify the Organizer of their intention to cancel this Agreement 10 (ten) calendar days prior to the start of the Event in writing by emailing mesocongress2023@gmail.com, specifying the email address used to purchase the Ticket, the order number, and the date of the order.
3.3. The Participant's request is considered to be the day the Organizer receives the request.
3.4. Refunds for purchased Tickets in the event of Event cancellation, replacement, or postponement will be issued by the Organizer upon receipt of an official letter from the Organizer regarding the cancellation, replacement, or postponement of the Event. Only Tickets purchased on the Website: www.mesocongress.com are accepted for refund.
3.5. Refunds for purchased Tickets will not be issued if the deadline specified in Section 3.2 of this Agreement is not met.
3.6. Tickets sold by the Organizer under special programs and promotions that provide special conditions for ticket purchase (including benefits, discounts, and promo codes) may not be accepted for return at the Organizer's discretion.
3.7. In the event of a refund, the Organizer undertakes to transfer the funds within 15 (fifteen) business days from the date of Ticket cancellation, using the details used to pay for the Tickets and in a manner similar to the method used to pay for the cancelled Ticket. The Participant is solely responsible for the failure to issue a refund using the details used to pay.
3.8. The Organizer will not refund Participants for unused or lost Tickets.
4. Liability
4.1. The Parties shall not be liable if the failure to fulfill or improper fulfillment of the terms of the Offer is caused by circumstances beyond their control, arising against the will and desire of the Parties and which they could not prevent, avoid, or foresee (force majeure circumstances).
4.1.1. If, at the time of the in-person event, a decision by state authorities and/or the Almaty city government to cancel any events due to the spread of the COVID-19 coronavirus infection is in effect, the Parties have the right (without filing mutual claims) to terminate the Agreement and refuse to fulfill their obligations under this Agreement, without imposing any penalties.
4.1.2. If the circumstances specified in paragraph 4.1.1. of this Agreement occur, the Organizer will notify the Participant thereof and offer to replace the service with participation in the same Event online. If the Participant agrees, they will be sent a link to access the online broadcast of the Event. If a Participant declines to change the Event, the Organizer will refund the advance payment in full. Participants must agree to change the Event within one month of the previous Event. Otherwise, the Organizer will accept the refusal and refund the advance payment in full to the Participant's bank account.
4.1.3. If, at the time of the in-person Event, a decision by state authorities and/or the Almaty city government is in effect requiring the presentation of a special QR code in public places to prevent the spread of coronavirus infection, only participants with QR codes will be admitted to the conference.
4.2. The Organizer shall not be liable for and shall not compensate the Participant for any losses (including direct or indirect damages) for any failures or interruptions in the operation of the Ticket Sales System software on the Organizer's Website beyond the Organizer's control, resulting from or in connection with the actions and/or omissions of third parties providing communications or energy services, including if the latter is not under the Organizer's direct control.
The Organizer shall not be liable for the Organizer's inability to provide services or the Participant's acceptance of services if such inability arose as a result of a malfunction of the Internet, software, or the Participant's equipment.
The Organizer reserves the right to block access to the Event Website without prior notice to the User/Participant and shall not be liable for temporary or permanent termination of access due to reasons beyond the Organizer's control. The Organizer shall not be liable for direct and/or indirect damages arising from the use or inability to use the Event Website or unauthorized access thereto.
4.3. The participant bears all responsibility in accordance with the current legislation of the Republic of Kazakhstan for the consequences arising as a result of providing false or knowingly misleading information, and is responsible for violation of the law and the interests of others resulting from such actions.
4.4. The Participant bears full responsibility, in accordance with the current legislation of the Republic of Kazakhstan, for illegal actions with bank cards or other payment methods aimed at placing an Order and paying for it.
4.5. The Participant assumes full responsibility and risks associated with placing Orders and concluding and fulfilling the Agreement with the Organizer. The Participant is solely responsible for any problem arising during the registration, placement, confirmation, and payment of an Order when purchasing a Ticket. In such cases, the Organizer is not liable for any damages (monetary or otherwise) arising from a problem caused or caused by an error or negligence of the Participant when using the Organizer's Website, including the unsuccessful completion or confirmation of any transaction.
4.6. Disputes arising from the performance of the agreement concluded under the terms of this Offer shall be resolved through the claims procedure. The claim must be submitted to the Organizer in writing to the Organizer's address, along with documents substantiating the claims. The Organizer will review any received claim within 30 (thirty) calendar days of its receipt. If disputes and disagreements between the Parties cannot be resolved through negotiations, they shall be resolved in court at the Organizer's location.
4.7. In any event, the Organizer's liability for damages due to non-fulfillment/improper fulfillment of this Offer shall not exceed the cost of the Ticket purchased by the Participant.
To the maximum extent permitted by applicable law, and notwithstanding any other provisions of this Offer, the Organizer's total liability to the Participant or any person or entity making claims through the Participant, arising out of their relationship with the Participant, or at the Participant's direction, in respect of any causes of action, claims, damages, demands, liabilities, losses, and proceedings of any kind or nature, including all legal fees, legal costs, and attorneys' fees, arising out of or in any way related to this Offer, regardless of the cause or causes, including, but not limited to, any breach of the Agreement, costs of correcting defects, negligence, or strict liability, will not exceed the price of the Ticket purchased by the Participant.
4.8. In the event of a breach by the Participant of any of the Participant's obligations stipulated by the Offer, the Organizer reserves the right to refuse to perform the Offer and terminate the Agreement unilaterally and out of court.
4.9. In all other respects not provided for in this Offer, the Parties shall be guided by the current legislation of the Republic of Kazakhstan.
5. Special Conditions
5.1. Information provided to the Participant during the Event is the intellectual property of the Organizer and other copyright holders and is subject to protection in accordance with the laws of the Republic of Kazakhstan. Dissemination of information obtained at the Event for commercial purposes is prohibited.
5.2. With respect to any monetary obligations of the Parties under the Agreement, statutory interest stipulated by Article 353 of the Civil Code of the Republic of Kazakhstan (interest on the amount of the debt for the period of use of funds) shall not accrue or be paid by the Parties.
5.3. All suggestions, questions, and notifications regarding this Offer should be communicated to the Organizer by email at mesocongress2023@gmail.com or at the address of the Organizer specified in this Offer.
5.4. If any provision of the Offer is or becomes invalid due to a conflict with or amendment to the current legislation of the Republic of Kazakhstan, this shall not constitute grounds for suspension of the remaining provisions of the Offer.
5.5. The Parties may not assign their rights under the Agreement, in whole or in part, without the prior written consent of the other Party.
5.6. The Agreement constitutes the final agreement between the Parties regarding the subject matter and content of the Agreement. Upon Acceptance, all previous agreements, understandings, and decisions of the Parties cease to be valid.
In accordance with paragraph 1 of Article 385 of the Civil Code of the Republic of Kazakhstan, an offer is considered a proposal to enter into an agreement made to one or more specific persons if it is sufficiently definite and expresses the intention of the person making the offer to be bound by its acceptance. An offer is sufficiently definite if it specifies the essential terms of the agreement or the procedure for determining them.
According to paragraph 4 of Article 395 of the Civil Code of the Republic of Kazakhstan, advertisements and other offers addressed to an indefinite number of persons are considered an invitation to make offers, unless otherwise expressly stated in the offer. Pursuant to paragraph 5 of Article 395 of the Civil Code of the Republic of Kazakhstan, an offer containing all the essential terms of the contract, which indicates the intent of the offeror to enter into an agreement on the terms specified in the offer with anyone who responds, is considered an offer (public offer).
The text of this Agreement constitutes a public offer in accordance with paragraph 1 of Article 385 of the Civil Code of the Republic of Kazakhstan.
